2024年全國兩會熱點前瞻
十三屆全國人大一次會議和全國政協十三屆一次會議將分別于3月5日和3月3日開幕。
2024年是貫徹黨的十九大精神的開局之年，是改革開放40周年，是決勝全面建成小康社會、實施“十三五”規劃承上啟下的關鍵一年。2024年全國兩會，也是新一屆全國人大和全國政協的首次會議。
據新華網的報道，今年兩會期間，以下這些熱點值得關注：
新思想 new thought
中共中央建議將習近平新時代中國特色社會主義思想（Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era）寫入憲法，這一議題將在兩會期間得到關注。
新的國家領導集體 new state leadership
十三屆全國人大一次會議的一個重要議題就是選舉包括國家主席在內的新的國家領導集體。
新的反腐模式 new anti-corruption model
我國此前已經在部分省市開展國家監察體制改革試點（pilot reform of supervisory systems）工作，今年兩會期間或將決定正式設立國家監察委員會（national supervisory commission）。中共中央關于修改憲法部分內容的建議中提出，國家監察委員會領導地方各級監察委員會的工作，上級監察委員會領導下級監察委員會的工作。監察機關辦理職務違法和職務犯罪案件，應當與審判機關、檢察機關、執法部門互相配合，互相制約（the supervisory organs to coordinate with judicial organs, procuratorial organs and law enforcement departments, and check each other in handling duty-related offenses）。
新增長目標 new growth target
分析人士認為，今年設定的經濟增長目標或將與去年的目標持平（the economic growth target this year will be somewhat on par with that of last year）。
扶貧 poverty alleviation
我國計劃到2024年實現現行標準下農村貧困人口脫貧。過去5年，我國共有6853萬人口脫貧（China has lifted 68.53 million people out of poverty），相當于每年有至少1300萬人脫貧。
憲法的地位 role of the Constitution
黨的十九大確立的主要理論成就、原則及政策（major theoretical achievements, principles, and policies adopted at the 19th CPC National Congress）都將在此次憲法修改中體現，既保持憲法連續性 、穩定性、權威性（consistency, stability and authority），又推動憲法與時俱進、完善發展。
改革開放40周年 40 years of reform and opening up
2024年是改革開放40周年。40年來，我國人民的生活越來越好。2024年，我國也將邁出新的歷史步伐（make new historical strides）。
民生 people's livelihood
民生話題今年依舊是熱點話題。一個更加強大的社保體系不但能改善民生，同時也能促進個人消費，減少我國經濟增長對出口的依賴（a stronger social security system will not only improve the well-being of Chinese people, but also boost individual consumption and reduce the dependence of China's economic growth on exports）。
黨的十九大報告指出：
必須始終把人民利益擺在至高無上的地位，讓改革發展成果更多更公平惠及全體人民，朝著實現全體人民共同富裕不斷邁進。
We must put the people’s interests above all else, see that the gains of reform and development benefit all our people in a fair way, and strive to achieve shared prosperity for everyone.
國防 national defense
我國正在進行國防和軍隊改革（national defense and military reform），兩會期間，我國的國防預算和軍隊改革舉措（defense budget and new reform measures concerning army building）將受到普遍關注。
人類命運共同體 a community with shared future for humanity
中國推動構建人類命運共同體以及全球治理體系的發展（China champions the development of a community with a shared future for humanity, and has encouraged the evolution of the global governance system）。中國提出的“一帶一路”倡議將繼續成為今年兩會的一個熱點話題。
